There's no reason to assume that the Chinese do not realise the horrendousness of the consequences that may follow in case they opt to make good the subject threat.
But, then, such threats may trigger a spiralling chain which may, eventually, go out of hand. Even if it - the open threat to nuke a people, quite unprecedented at least in recent decades - comes from a relatively lower level, presumably on purpose.
