( Maoist)They have been living there for so long. Why should they return?" Some are not averse to revolutionary violence, but what you (maoists)  are doing by killing whoever regularly disagrees to create terror in the community by calling them informers just to be safe in your comfort zone has little to do with revolution. This is plain and simple terrorism.

According to the top administrative officer of that time 55,000 people shifted to roadside Salwa Judum camps, 55,000 ran away to neighbouring state of Andhra Pradesh (now also divided into Telangana) and the rest moved deep into forest under the protection of Maoists. Salwa Judum was the local name for a military strategy called strategic hamletting experimented by the Indian government to fight Maoists—communist guerrillas who still control around 30% of Dandakaranya forest.

Without declaring it as a policy Maoists are using these opportunities to forge a united front by aligning themselves with the interests of adivasis. 

Maoists still control 37% of Bastar (Bastar is bigger than Kerala in size) and some areas in other states. More than 5 lakh people live under their direct control. But their movement has no future because the forest people of Central India have changed their minds and withdrawn consent from the Maoists...It’s time to get the Indian constitution for tribals which no democratic movement has achieved till date. And if the Maoists can see that their future lies in promoting this end, they could play a constructive role in ending a conflict that there is no reason to prolong.
