The need for research and training institutions also deserves special mention, just as forests degrade if not cared for, rivers do too. Rivers need to be dredged regularly, for instance, water hyacinths and other weeds need to be removed regularly from some rivers, and even river banks require regular maintenance, etc. Moreover, bad engineering designs lead to dams and bandhs that contribute to greater siltation and harm aquatic life. Why not assign to this same group the responsibility of maintenance and river-friendly infrastructure?

India must have a specialized group of people focused on protecting and maintaining our rivers – the river's guardians --  with powers to (a) police and enforce the laws aimed at protecting rivers and wildlife and (b) regulate construction, transport and economic activity in and around rivers. Creating a river service, or increasing the ambit of the forest service, on the lines suggested above, is not only eminently doable, it is the only workable solution left.
