Ambiguities in the COVID guideness

The official guidelines say
Government of India will procure 75% of the vaccines being produced by the manufacturers in the country.
Will they procure 75% of the all vaccine being produced in India or does it mean that for every 75 vaccines procured by the Central government, the manufacturer is free to sell it to private hospitals at a price to be decided by the manufacturer.
The issue is what is the price at which government will buy the vaccine from the manufacturers. Post August - 74 crore additional doses (including 30 crorre from Biological E)
