In 2023, India slipped 17 ranks below China on the corruption index. While every political party likes to claim that it has sharply reduced corruption, this assessment of India’s position has raised many questions.
Allegations of corruption against German defense minister and prince Bernhard of the Netherlands resulted in a huge setback to their political careers. Since then, many of these countries have brought safeguards to make their society cleaner.
First, a huge amount of money is being spent on elections. Political parties try to gain financial resources wherever they are in power. For the private sector to give money to politicians, a quid pro quo is required – contracts for large projects or policies that benefit them substantially.
Second, the variety of consumer goods has expanded phenomenally in the last two decades. Air conditioners and mobiles are not a luxury but a necessity for many families. There is a strong incentive for petty public officials to resort to corrupt means to extract money from the common public and meet some of these needs.
Third, the growth process requires large private investment. The regulatory authorities have increased in number and coverage of sectors. The functionaries of these authorities, as well as politicians, see an opportunity to make money for themselves.

Gujarat Govt signed a PPA (Power Purchase Agreement) with Adani Power Mundra Limited. There was a condition that any coal will come from Indonesia, energy charges will be given to Adani Power Mundra Limited based on its fixed price.
The PPA wrote that Adani will give competitive bids and bill documents to the government of whatever coal he will buy, which will be compared to the circuit that the government will compare at the international level. But Adani Power Mundra Limited did not hand over any documents for 5 years and the government kept giving crores of rupees in the name of energy charges.

The Whistle Blowers Protection Act of 2011, was enacted to allow the reporting of corruption, misuse of power, or criminal offences committed by public servants while ensuring that they were protected and not victimised.
Introduced as a bill in the Lok Sabha on 26 August 2010, it was passed by the lower house of Parliament four months later on 27 December 2011, and by the upper house, the Rajya Sabha on 21 February 2014. The act received the assent of the President of India on 9 May 2014, and was notified three days later.
Despite its enactment, the act has not been operationalised. The rules needed to actually enforce the law and make it work haven’t been put in place. In December 2014, the government indicated the need for amendments to safeguard against disclosures affecting the country’s sovereignty and integrity. To address these concerns, the Whistle Blowers Protection (Amendment) Bill, 2015, was introduced and passed by the Lok Sabha on 13 May 2015.
The new bill prohibited disclosures related to 10 types of information, including information related to sovereignty, security and “economic interests” of the State. The bill lapsed with the dissolution of the 16th Lok Sabha in May 2019 and has not been reintroduced since.
