 Modi could be more dangerous than ordinary authoritarian rulers. She says: “Authoritarians whose dominant interest is personal power are less dangerous to democracy than those with a long-term and far-reaching agenda … their grip on power is more difficult to shake … the Modi administration falls into the latter category.” 

However, Radha Kumar makes clear that, as things stand, India has not become a totalitarian state but is well on the way to becoming one. This is a process that is happening quietly and, even, silently without the recognition it should have got.

The Wire Amarjit Singh Dulat, a former Head of R&AW and an acknowledged expert on terrorism and the Kashmir Valley, says “it is not correct to say militancy is finished in Kashmir”, adding it keeps popping up from time to time in different places and has now, presently, spread to the south. Mr. Dulat also says “Kashmiris are not happy with the BJP” adding “let’s put it absolutely, directly straight”. However, he adds that “today the Kashmiri wants to participate in elections” because they want to be ruled by people of their choice. Mr. Dulat says the turnout will be even higher when assembly elections are held.

his new book ‘Covert: The Psychology of War and Peace’, co-authored with Gen. Asad Durrani, a former Head of Pakistan’s ISI. The interview starts with a discussion of his relationship with Gen. Durrani, who he accepts and describes as a friend with whom he has closely collaborated to write two books. The first was called ‘The Spy Chronicles’. The interview has an extensive discussion on Gen. Durrani, which I will leave you to see and hear for yourself. Mr. Dulat is not just an admirer of Gen. Durrani but clearly likes him. He speaks of “the chemistry” between them and of Gen. Durrani’s winning “candour”, which makes him “special”.

Towards the end of the interview, Mr. Dulat explains what he means when he says that in peace-making it’s the singer not the song that is more important. He explains that the ‘singers’ in Pakistan are willing and keen for better relations but in India the ‘singers’ have begun to ask what is to be gained by making efforts to improve the relationship, particularly since Pakistan is increasingly an inefficient and incompetent if not a failed state.
